Your telegram No. 46 of the 3rd. instant.
I learn that the Germans stated at their meeting
with the other two groups at Paris on the 2nd. instant
that they could not withdraw from their engagement to
the Chinese Government even if they were willing to do
so as their Foreign Office would not permit it.

presentations to the German Government.
